PLGSP’s High Level Governance Meeting Concluded

PLGSP’s 2nd National Steering Committee (NSC) meeting held in Bardibas, Madhesh Pradesh under the chairmanship of Hon’ble Minister, Mr. Rajendra Shrestha of MoFAGA on 8th July 2022.  Hon’ble Chief Minister Mr. Lal Babu Raut also attended the meeting. Other important persons attending were high level Government Officials from Federal Ministries including the Secretary of MoFAGA and Provincial Government of Madhesh Pradesh, international Development Partners and representatives of the Local Governments, including Mayor/Deputy Mayors, Chair and Deputy Chairs from Karnali, Lumbini, Bagmati, Madhesh Province and Province No. 1.

The main objectives of the meeting were to review progress of the programme for the current fiscal year including the recommendations of the Mid-Term Review (MTR) report and to approve the Annual Strategic Implementation Plan (ASIP) for FY 2022/23. A total of 43 participants (28% female) attended the event. The Participants highlighted the achievements, issues and challenges of the Programme and provided suggestions to improve the programme implementation, going forward. 

Participants appreciated the implementation of SuTRA, LISA, RAIP, ICS, and the formulation of laws, guidelines, policies and systems for the PLGs as these are key to strengthening sub-national governance. The meeting highlighted the need for the programme to be more demand based, with a bottom-up and gender sensitive approach in terms of engagement, design and implementation. The discussion also underlined the importance of clarifying several overlapping rights and mandates related to the three tiers of governments by formulating appropriate laws and Acts in a consultative way, further strengthening intergovernmental relationships. The meeting concluded with the decision to approve ASIP for FY 2022/23 and to take forward the MTR recommendations to extend and re-programme PLGSP, through an effective process of stakeholder consultation & engagement.
