Training summary Report

LGs planning process, budgeting and result based monitoring

Date: 27-29, January 2022, Kalawalguri Jhapa

Under the ASIP plan of PCGG province-1, PCGG Jhapa planed the 5 events of the local government planning process, budgeting and result based monitoring training for fiscal year 2078/079. This was the 4th event of the training which organized in Biratnagar.  The training organized by Provincial Training Center, Province 1, Kalwalguri Jhapa where 32 elected representatives and officials participated. The event was planned to achieve the result of output 14. For this training, PCGG invited 34 LGs to participate the training from 8 districts.  The two events of the similar training have planned but only one event has organized due to COVID protocol. The training was started from 27 January and completed in 29 January 2022.  The total 32 participants participated in the training.  Out of 32 participants (13 elected representatives and 19 government officials) were participated. The training was facilitated by quality facilitators Mr.Taranath Niraula, Avay Kumar Gupta, Bimala Pokharel, and Balram Sharma facilitated the sessions. The training content prepared by CD Expert with coordination to curriculum development expert.  The training content finalized by PTC and facilitated as accordingly.

 In this training, Participants were facilitated on different 12 sessions like LGs annual planning process, 7 step planning process, inter relations between different plans, SDG and its localization, Cross cutting issues, GESI and LGs result based monitoring system etc.

In the inauguration programme was chaired by Ganesh Timsina (executive director), Chief guest Mr. Saroj Kumar Guragai secretory of OCMCM, special guest Mr. Jayakumar Ghimire, secretory of province planning commission was invited in opening ceremony.  The welcome speech and training objective clarifying by Ms. Anita Guragai LG Expert PCGG Jhapa. During the inauguration programme chief guest and special guest address the participants for importance of planning process and it's replication on budgeting. Mr. Balram Sharma, CD Expert, Bidhya Gautam (curriculum Development Expert) and Manoj Timsina from PTC Kalawalguri Jhapa supports for training management. The training was managed with COVID friendly environment, every day, both training started from 9:30 AM and it completed in 4:30 PM.

Objectives

  • Conduct the capacity development training regarding the LGs planning, budgeting and result base monitoring.
  • To empower the LGs representatives and officials for delivery the effective planning process and quality service.
  • To train the LGs representatives and officials on 7 step planning process under local government operational act 2074.
  • To Support LGs on common understanding regarding planning process.
  • Focused on cross cutting issues of LGs and provide technical ideas on incorporate the crosscutting issues in planning and budgeting.
  • To orient on SDG localization process in planning. Support to develop the common understanding on SDG and its localization. SDG localization is very important for all layers of government for economic prosperity.
  • Develop the common understanding on how to make annual plan on the basis of periodic plan.
  • To make forum for share best practice and experience among participants so that they can replicate.

Outputs Delivered: Total 18 LGs elected representatives and officials received the quality training on local level planning process, budgeting and monitoring. 32 Participants well known on LGs planning process, SDG localization process, monitoring and evaluation and LGs cross cutting issues. The discussion held on the planning related LGs issues and challenges and share the lesion learnt with team.

Detail of training participant: The 3 days residential training was conducted in province training center Kalwalguri Jhapa. The training was residential. Total 26 participants invited and only 17 were participated.  The training was planned for head of planning section.  The government officers and elected representatives of 13 LGs of Dhankuta, Terhathum, Okhaldhunga and Jhapa were participated. Three deputy mayor, two vice chairpersons, one ward member and 11 LGs officials participated in the training.

Remarks and suggestion: The closing ceremony was organized. Mr. Ganesh Prasad Timsina (executive director) Chaired the programme. Ms. Shove Ghimire, Deputy Mayor of Dharmadevi Municipality thanks PTC/PCGG to organized this training. She shared that the objective of the training is very good, facilitation skill is also impressive. This training supports to LG representatives and officials to bust up their knowledge on the planning process, budgeting and monitoring. She replied that the duration of the training is a little bit short and it was delayed organized. Although it is useful.

Mr. Bhakta Bhahadur Bhattrai, Chief Administrative Officer of Fedap RMUN (as representatives from LG officials) shared his experience on the planning process of LGs. The LG planning process is very practical but the planning process step 3 and 4 were not applied properly. He replied that without the proper support of elected representatives, the planning process will not fruitful. Most of the elected representatives want to mismatch the process due to their vested interest. The participants thanked PCGG/PTC to organize this training jointly.

During the closing ceremony, the Director of Province Training Center, share their experience on the importance of planning for local development. He focused that without having a better plan we could not achieve desirable goals. This is the right time to provide the planning process training to LGs. This training will support to LGs representatives in planning and budget preparation.
